United Nations

The Trump administration is reported to be advocating for former Hungarian prime minister Viktor Orbán to be the next UN secretary-general. Nothing has been confirmed, but Russia and China may back the idea. To win, a candidate would need the support of at least nine of the 15 Security Council members, but any of the five permanent Security Council Members—the US, Russia and China, France and the United Kingdom —could veto it.

Yemen War

On Saturday, Saudi air defences announced the interception of two ballistic missiles fired toward Makkah and Madinah. It seems that the Houthis have escalated to targeting Islam’s holy cities within the country. One interception led to debris falling roughly 23 kilometres from the Grand Mosque and near the holy site of Arafat.

Members of the Mecca Joint Defense Agreement will be meeting with Iran to help ease regional tensions. Saudi Arabia’s defence minister will be joined by Pakistan’s army chief and the head of Turkish Intelligence. Iran’s support for the Houthis will likely be a key agenda item.

Ukraine-Russia War

Elon Musk now claims that Ukraine violated Starlink’s terms of service, and therefore the bandwidth speed was restricted for both Starlink and StarShield. Musk claims that Ukraine used the civilian Starlink system to kill people. StarShield is the military system and the backbone of its communications and drone operations. Regardless, StarShield bandwidth restrictions have now been lifted.

Ukraine and Russia agreed to a ceasefire in the Russian-occupied town of Oleshky. For months, Ukraine has been cut off from Oleshky and its supplies. The deal was apparently brokered by US First Lady Melania Trump. Tomorrow, aid and the evacuation of residents will take place through humanitarian corridors.

President Zelensky confirmed that trilateral talks with the United States and Russia will take place in November. These talks will not include the heads of state. In an interview for Ukrainian media, Zelensky stated that: “We are ready to talk. If it’s a territorial issue, leadership must address it. Other issues fall within the remit of the technical groups. All this can therefore be discussed in November.”

France

At least 1,300 people were arrested in France over the weekend protests. Estimates suggest more than 400,000 people protested on the second consecutive weekend of unrest. The protests now focus on the high cost of living. Next year, France will be holding presidential elections to choose a successor to President Emmanuel Macron, who is reaching his two-term limit.

Serbia

Serbian President Aleksandar Vučić conceded after The Student List won the parliamentary election. According to Vučić, the Student List will have between 135 and 140 seats, while his party will have around 105. This could mean a major reset for Serbian politics, with effects that could reverberate through the Balkans and internationally. The new government will be expected to lead reforms on corruption, public media, and electoral conditions. The possibility of reforms for EU membership also comes into play, as does the possible shift from a Russian-friendly foreign policy.

Canada

The United Kingdom announced that it would not join the Canadian-led Defence, Security and Resilience Bank. The DSRB aims to pool credit strength among NATO allies to reduce borrowing costs. The United Kingdom chose to continue with its own program called the Multilateral Defence Mechanism. The MDM is a multinational cooperation and financing initiative led by the United Kingdom, the Netherlands, Finland, and Poland. Belgium, Türkiye, and Ukraine support the DSRB.

The Royal Canadian Air Force received its first two F-35 fighter jets at Luke Air Force Base in Arizona. The fighter jets will remain in the United States as pilots and crews train. Canada will train on the first eight F-35s and keep them at Luke Air Force Base until they are expected to arrive in Canada in 2028, with initial operational capability planned for 2029-2030. The Carney government said that it would review the purchase of the F-35s and release a report no later than last fall. Canada has purchased at least 16 F-35s, and the government will likely stay mum until it pays for more. Time will therefore resolve Canada’s F-35 debate.

North Korea

On a surprise trip to China, Kim Jong-un announced that North Korea and China will continue to promote their longstanding, blood-forged relationship. This comes as China marked the 76th anniversary of its entry into the Korean War. The surprise trip was to honour North Korea’s relationship with China, but also probably to dispel rumours of his death or sickness.

Russia has assisted North Korea in advancing its ballistic missile systems. North Korea has also established mass production lines for strike drones with technical and operational assistance from Russia. But also North Korean experience working in the Russian drone factories in Yelabuga. According to The New York Times, Russia is transferring military technologies, telemetry feedback, and operational expertise to North Korea in exchange for ammunition, labour, and combat troops.

Pakistan

Pakistan denies arming Afghan proxies. This denial came after Zalmay Khalilzad, the former US special representative for Afghanistan reconciliation, claimed that Pakistan was arming and recruiting Afghans to fight the Taliban or anti-Pakistan militant groups. It was earlier reported that Pakistani military and intelligence officials met with Afghan anti-Taliban opposition groups. Khalilzad has travelled to Afghanistan several times in the past five years and has maintained a close relationship with the Taliban.
